OHA MISSION

The mission of the Office of the Healthcare Advocate (OHA) is to assist consumers with healthcare issues through the establishment of effective outreach programs and the development of communications related to consumer rights and responsibilities as members of healthcare plans.

OHA focuses on assisting consumers in making informed decisions when selecting a health plan; assisting consumers to resolve problems with their health insurance plans.

Contact OHA for assistance with inquiries involving:

  • healthcare insurance enrollment, coverage, or billing questions

  • claim denials or pre-authorization issues

  • explanations regarding a healthcare benefit, program, or coverage 

  • an assessment of the healthcare plans offered in Connecticut 

  • your rights and responsibilities as a healthcare plan member

  • referral and pre-authorization procedures required by your healthcare plan 

  • your healthcare plan’s internal and external appeals processes

There are several ways to submit an inquiry to the Office of the Healthcare Advocate, but you are strongly encouraged to file your inquiry online. It is easy to do and saves time. Supplying an email address on the form will expedite a response from OHA.

If you had a service or claim denied or need assistance with billing matters involving your insurance carrier or medical provider, complete both the Online Inquiry  and the Release of Information forms. 

If you are insured by Medicare or a Medicare Advantage plan, you should also complete a Medicare Appointment of Representative form (please follow the directions and return the completed forms along with a copy of the front and back of your insurance card). An OHA representative will contact you within 1-2 business days.
